About this course

The purpose of the Level II Induction Course for Middle-Level Officers is to equip participants with the essential knowledge, leadership competencies, and ethical values required to effectively discharge their roles in the public service. Over a period of two weeks, the course aims to enhance officers’ capacity to implement government policies and reforms, apply supervisory and managerial skills, align departmental objectives with national development goals, and promote innovation, accountability, and excellence in service delivery.

Curriculum

Strategic Public Service Environment

This module introduces participants to the foundational elements of public sector governance, emphasizing the Constitution of Kenya 2010 and public service obligations. It explores the roles of the Public Service Commission, devolution, and intergovernmental relations in shaping public administration. The module also delves into national development planning frameworks such as Vision 2030, the Sustainable Development Goals, and Africa Agenda 2063, highlighting the strategic role of middle-level officers in policy implementation. Additionally, it addresses the importance of team leadership and fostering an organizational culture aligned with public service values.

Management, Supervision, and Performance

This module aims to enhance supervisory, performance management, and human resource skills to improve service delivery in the public sector. Key topics include supervision, performance contracting, and appraisal systems; recruitment, succession planning, and staff motivation; public finance management, budgeting, and procurement procedures; communication protocols, public relations, and conflict resolution; and ethics, integrity, and managing ethical dilemmas. These areas are essential for fostering effective leadership and promoting a culture of excellence within public service organizations.

Governance, Accountability, and Innovation

This module offers a comprehensive exploration of governance, accountability, and innovation within Kenya's public service framework. It delves into the legal and ethical foundations established by the Public Service Commission Act, the Public Officer Ethics Act, and pertinent employment laws, emphasizing the importance of integrity and ethical conduct among public officers. The module further examines enterprise risk management and internal control systems as vital tools for ensuring transparency and mitigating risks in public institutions. It highlights the roles and responsibilities of the Ethics and Anti-Corruption Commission (EACC) in enforcing anti-corruption frameworks and promoting ethical standards. Additionally, the course underscores the significance of customer service excellence, aligning with quality standards such as ISO certifications and the implementation of service charters to enhance public service delivery. Finally, it encourages benchmarking and peer learning through exposure visits and presentations, fostering a culture of continuous improvement and innovation in governance practices.

Leadership Development and Digital Transformation

This module explores adaptive leadership and institutional transformation, emphasizing the integration of ICT tools like IFMIS, GHRIS, and digital service platforms to enhance public service efficiency; it also covers coaching, mentorship, and knowledge management strategies, alongside emotional intelligence, work-life balance, and stress management techniques, culminating in a course review, development of individual action plans, final assessment, and certification.
