The Level III Induction Course for Senior-Level Officers is designed to equip public service leaders with strategic leadership and governance competencies necessary to drive institutional transformation, uphold constitutional mandates, champion ethical practices, and foster innovation for enhanced service delivery and sustainability.
The Course is specifically tailored for senior-level officers within the Public Service Commission who hold key leadership and decision-making roles. This audience includes directors, deputy directors, and other high-ranking officials responsible for shaping policy, overseeing institutional reforms, and driving strategic initiatives aimed at enhancing public sector performance and service delivery.
Ths Course is structured into four comprehensive modules tailored for senior-level public officers, focusing on strategic leadership, ethical governance, institutional transformation, and innovation in public service. The course blends high-level theoretical insights with practical application through interactive sessions, case studies, and strategic action planning. This structure aligns with the Public Service Commission’s commitment to nurturing visionary leadership, upholding constitutional mandates, and promoting a culture of accountability, service excellence, and sustainable development within the senior ranks of the public service.
Curriculum
This module introduces participants to the foundational principles of governance as guided by the Constitution of Kenya 2010. Learners explore the national governance framework and its alignment with Kenya’s long-term development agenda, including Kenya Vision 2030, the African Union’s Agenda 2063, and the United Nations Sustainable Development Goals (SDGs). The module emphasizes the critical role of public sector reforms in shaping institutional policies and enhancing service delivery. Participants acquire skills in aligning institutional mandates with national priorities, setting strategic goals, and exercising effective change leadership to drive public sector transformation and ensure national development coherence.
In this module, participants develop a deeper understanding of ethical leadership grounded in Kenya’s National Values and Leadership and Integrity Frameworks. The module covers governance and accountability mechanisms essential for enhancing transparency, public trust, and institutional integrity. Participants gain practical knowledge in policy formulation, evaluation, and implementation processes, ensuring that public policies are evidence-based, inclusive, and responsive to societal needs. Moreover, the module highlights the importance of building ethical institutions and cultivating an anti-corruption culture, empowering public servants to uphold ethical standards and combat corruption within their institutions.
This module focuses on equipping public service leaders with competencies in managing institutional resources effectively to achieve organizational goals. Participants learn the principles of strategic human resource and talent management, including recruitment, staff development, succession planning, and performance management. The module further explores performance contracting as a tool for accountability and promoting a results-oriented organizational culture. Learners examine public finance management practices, budget accountability, and the legal frameworks guiding fiscal responsibility. Additionally, the module addresses procurement governance with an emphasis on inclusivity, ensuring that procurement processes empower marginalized groups while promoting fairness, transparency, and compliance with regulations.
In this final module, participants explore the transformative role of digital technologies in modernizing public service delivery. The module covers e-Government strategies designed to enhance citizen-centric service delivery, improving accessibility, efficiency, and responsiveness. Participants gain knowledge on managing ICT tools, implementing cybersecurity measures, and ensuring data protection to safeguard institutional and citizen information. The module also fosters skills in driving innovation and smart governance, using data analytics and emerging technologies to create public value. Finally, it emphasizes coaching, mentorship, and legacy building, equipping leaders to develop future public service leaders, institutionalize knowledge, and leave behind sustainable governance structures.
